So if you haven't heard, EA has a developed a new tool for free download (beta due out in December) that allows you to create your own neighborhoods.
What do you think of it? Will it enhance your gameplay? Do you think it would be too complicated? What are your general opinions?

It's gonna be complicated if you have no knowledge of photoshop or programs similar, from what I've heard.
